THE INTER-AMERICAN CHILDREN’S INSTITUTE AND THE CANADIAN INTERNATIONAL DEVELOPMENT AGENCY ANALYZE NEW COOPERATION PHASES

Representatives of the Canadian International Development Agency (CIDA) and authorities from the Inter-American Children’s Institute (IIN) held intense working meetings on September 29 and 30, at the Institute’s Headquarters in Montevideo, Uruguay.

CIDA delegates Delmer Björklund, Pascal Medieu and Isla Paterson met with IIN Director General Lic. Alejandro Bonasso and the Coordinators of the Institute’s three programs, Ing. Julio Rosenblatt (PIINFA), Psic. Gustavo Forselledo (PRODER) and Dr. Elbio Ramos (PROJUR).

On the first day, Monday, September 29, the IIN’s Coordinators and technical specialists offered the Canadian visitors a presentation on the activities, actions and products developed by each of the Programs. They also presented projects that are currently on the IIN’s agenda, on which the agencies could cooperate in the future.

The Coordinator of the Inter-American Child and Family Information Program (PIINFA), Ing. Julio Rosenblatt, accompanied by his technical team, made a presentation on the diverse proposals being developed by PIINFA. Special mention was made of the current consolidation of the Inter-American Child and Family Information Network (RIIN), as well as the progress of the new Site for the Coordination of Activities for Children.

The Coordinator of the Legal Program (PROJUR), Dr. Elbio Ramos, presented an overview of his program’s main areas of action, which include: promoting the alteration of national legislation; encouraging new, specialized inter-American laws on children and the family; and developing the professional training given to human resources through intensive attendance-based and distance courses. One central issue mentioned was the progress that has been made on the Legal Prototype on Child Labor.

The Coordinator of the Program for the Integral Protection of Children’s Rights (PRODER), Psic. Gustavo Forselledo, accompanied by technical specialists from his team, presented a synopsis of the program’s technical and methodological cooperation in the OAS countries. He spoke about the scope of the training provided to members of the National Child Systems, which encourages horizontal cooperation. He also mentioned the development of Targeted Public Policies, and presented a report on the progress of the Prototype on Child Labor.

Though within a specialized technical context, all of the presentations facilitated frank, direct dialogue and exchange with the CIDA representatives on many different elements and details of interest.

On the second day, Tuesday September 30, IIN Director General Lic. Alejandro Bonasso presented a synthesis of the work done the day before, as well as an extensive analysis of the progress of the CIDA-IIN Project. This led to an exchange of technical and political ideas with the Canadian visitors.

These two days of meetings have strengthened CIDA-IIN cooperation in new stages, on Prototypes of Targeted Public Policies, Legal Prototypes, and the Site for the Coordination of Activities for Children. This cooperation, whose specific terms and scope will be defined at a later time, constitutes a renewal and enhancement of the link between the two organizations.
