In this XXI Pan American Congress we had the presence of great personalities who work on behalf of children and adolescents in the region, as Mr. Emilio Alvarez Icaza. Executive Secretary, ICHR-OAS, who during panel of experts addressed the theme: "Inter-sectoral coordination as a key element for the effective application of early termination measures in criminal proceedings, as well as non-custodial penalties".
