OBJECTIVES
- Promote national legislation among
member States of the OAS based on the principles of the international
norms on the rights of the child.
- Promote new inter-American norms
specialized in childhood and family.
- Within the framework of the
international norms, provide information services and human resources
training to institutions in charge of children's legislation.
- Promote specialized studies in key
topics that would lead to immediate action promoting the rights of
children and family matters in the region.
COMPONENTS
Under the strategic guidelines of the Plan
of Activities 2002-2004, approved by the Directing Council of the IIN, and
trying to optimize resources with low cost/high impact strategies, the
program will have the following components:
A. JURIDICAL
COMPONENT, WITH NATIONAL AND INTERNATIONAL NORMS ON THE RIGHTS OF THE
CHILD.
This component is further divided into the
following projects:
- Project on compilation of national and
inter-American norms. Juridical database (BADAJ).
- Project on comparative law studies.
- Project on harmonization and normative
development (Prototype legislation on disabilities, child labor,
sexual exploitation and drug abuse).
- Project on creation of new
inter-American norms on the rights of the child.
B. COMPONENT ON
TRAINING HUMAN RESOURCES ON THE INTERNATIONAL NORMS ON THE RIGHTS OF THE
CHILD.
This component will carry the following
projects:
- Set up the Inter-American course on
the rights of the child.
- Give other specialized inter-American
courses
- Provide training courses on line
C. COMPONENT OF
JURIDICAL RESEARCH ON KEY TOPICS.
The projects for this component will
be:
- Publication of reports on existing
legislation and its practices.
- Publication of specialized reports on
key topics, developed by the IIN (such as adoptions, children in
conflict with the law, child trafficking, international abduction of
minors, children in armed conflicts, children with HIV, etc.)
- Organizing the Ibero-American Essay
Competition on family matters and the rights of the child.
The Juridical Program (PROJUR), promotes
the ratification of regional treaties on children and adolescents among
the 34 member States of the OAS. It also promotes the signing of
agreements within the Specialized Inter-American Conferences on Private
International Law (CIDIP), such as the United Nations International
Conventions. Finally, it promotes the development of national norms
adhering to those principles.
