From
the 6th to the 8th of May a training process was
carried out for the use of the Action Coordination Site in favor of
Childhood and Adolescence. It was carried out by the Inter-American
Children’s Institute, as part of a project financed by the Canadian
International Development Agency (CIDA) One of the objectives of
this site is to work on the issue of missing children, the abduction of
minors by one parent, and the traffic and trade of children. The three countries
selected for the pilot test participated in this training process. The
pilot test will soon start and it will last 90 days. The Salvadorian Institute
for the Integral Development of Childhood and Adolescence (ISNA) of El
Salvador, the Secretary of Social Welfare (SBS) of Guatemala, and the
National Council for the Integral Attention and Protection of Childhood
and Adolescence (CONAPINA) of Nicaragua, have participated in this first
phase. The United States National Center for Missing and Exploited
Children also participated in the training process. The rest of the countries
in Central America, Panama and the Dominican Republic are to join once the
pilot test has finished. The Program covered
conceptual aspects in connection with the Convention on Children’s
Rights and procedures for dealing with a particular case, as well as the
operation of the site, which was carried out in an Intranet environment as
a test. Since the participants had experience in this field they supplied
a series of data connected with the Site. It is important to
emphasize that this Site is safe, and operates with a public space working
with https, under forms of transmission of ciphered information, with the
adequate levels of safety and privacy that the subject requires. The site will operate in the OAS’ computer range in Washington, DC, and the IIN will be connected through a VPN device that provides maximum safety in an Internet environment.
