During July 16-18, 2003 the "FOURTH REGIONAL MEETING OF THE CARIBBEAN-WIDE PROJECT ON DRUG ABUSE PREVENTION AND CHILD-ORIENTED POLICIES” was carried out in Kingstown, Saint Vincent and the Grenadines.

This meeting was organized by the Government of Saint Vincent and the Grenadines, the Government of Suriname and the Inter-American Children's Institute (IIN) of the Organization of American States (OAS) and had the support of the Inter-American Agency of Cooperation and Development (IACD).

In this opportunity the Regional Meeting of the Caribbean-Wide Project received observers from Bermuda, British Virgin Islands and Haiti, which were formally incorporated to the activities of the project.

At the end of this event, Representatives presented a final report stating they analysed and evaluated the Regional Plan for Training Drug Abuse Prevention Professionals created in 2002 and concluding that this Plan is an important tool for strengthening human resources in the Caribbean. International and National activities were planned in order to consolidate this Regional Plan. Representatives also decided to enhance the web site of the Caribbean-Wide project, trying to improve its present role as a vehicle for distance education, information dissemination and institutional connection between the Caribbean and the global drug abuse prevention community. The Fourth Regional Meeting recommended to encourage participation of national professionals in the Drug Prevention Educator (DPE) Certificate Programme.
