AGREEMENT

That

That
the Inter-American Childrens Institute (IACI) promotes, since 1988, the Inter-American
Network of Information on Childhood (RIIN) within the context of which three
relational databases (Documentary, Organizational, and Projects) operate.
That
it is important the cooperation between organizations with similar goals and
objectives, especially those of the Inter-American System, with the aim to
obtain a greater and more efficient use of the resources that benefit the
countries of the hemisphere and will increase the national capacity to answer to
the needs of its children and their families.
That
the
and the IIN signed an Agreement
for the Installation of a National
Information Center on Childhood and Family.
That
acts as a Coordinating Center of the National NETWORK of Information Centers
on Childhood and Family, and that the signed Agreement with the IIN authorizes
it to set up information centers.
THEREFORE:
THE
.. and the counterpart, agree upon the development of an
INFORMATION CENTER ON CHILDHOOD AND FAMILY, that will act as a Focal Sub-Center
or User Center (depending on the case) of the National Network of Information on
Childhood and Family for
, which is also part of the RIIN.
FIRST CLAUSE
OBJECTIVES
This
Information Center will have the following objectives:
Article
1. To receive, select and systematize all the information and
documentation that is produced in (countrys name),
in reference to childhood, adolescence, and the family on affairs such as legal,
social, educational, drug
prevention and health, having as a reference the Convention on the Rights of the
Child.
Article
2. To receive, select, and systematize all the referential information on
institutions, projects, and events that occur in
relation to the matters defined in Article 1.
Article
3. To publicize in
(countrys name) the information on childhood, adolescents and the family,
generated in the
country, the information gathered through the IIN from the rest of America, and
the external documentation to the
Inter-American System that contributes, directly or indirectly, to improve the
quality of life of children, adolescents
and the family (nationality).
Article
4. To forward periodically to the National Center of Information on
Childhood and Family the information and
documentation received by the Center, to keep the databases updated and
available to all users of the System in the region.
Article 5. To facilitate the users of the (countrys name) and those of the RIIN Network in the rest of the region, the original documentation in copies based on the mechanisms agreed upon.
SECOND
CLAUSE
TERMS OF
AGREEMENT
Article 1. The will hand over to he counterpart the User License of the OPD System that the IIN has especially designed, as well as the documentation that goes with it.
Article
2. The
will provide the training and
the technical support for the adequate operative function of the Center.
Article
3. The counterpart will provide the
adequate infrastructure for the functioning of the Center, such as the furniture
and the
necessary equipment (computers and photocopier). This equipment will make it
possible to fulfill the objectives
pursued within the framework of the present Agreement.
Article
4. The counterpart will be responsible
for providing the personnel for the adequate functioning of the Center.
Article
5. The counterpart should be responsible
for the estimated cost of the installation, training and maintenance of the
Center, creating conditions that assure its functioning.
Article
6. The counterpart will inform the
National Center of Information on Childhood and Family, on activities linked to
the
Center.
Article
7. The counterpart will not be allowed to
deliver or hand over the computer programs and associated documentation to Third parties, nor commercialize all or part of the information belonging to the
OPD System.
Article
8. The counterpart can publish
advertisements in Informative Magazines and other documents produced, as long as
it
has the formal consent, before the respective publication, of both parties. The
mentioned announcements should be
consistent with the image and objectives of the Organization of the American
States, the IIN and the
Article
9. The counterpart shall be connected to
the Internet, to he effect of utilizing the facilities of e-mails, video
conferences and access to the data bases that permit a fluid exchange of information with
other Centers of the Inter-American
Network of Information on Children and Family, as well as access of
institutional users to the services of consultations on line.
Article
10 The counterpart will assure the
continuity of the human resources and material assigned to this project, so that
they could fulfill the commitments derived from the present agreement.
THIRD
CLAUSE
FINAL
RESOLUTIONS
The
present Agreement will come in force when the parties involved sign it and it
will have a validity period of 24 months, renewable prior evaluation by the
and
the counterpart. The first renewal will be formal, and the subsequent ones will
be automatic, for periods of 24 months.
This
Agreement will rescind by the request of one of the parties and with 90 days
notification. In this case, the programs, as well as the databases, could no
longer be used by the counterpart, created on the basis of this Agreement and
should be returned to

could be modified by formal consent of both parties.
