Purpose of the Workshop  

1)    To approach the definition of a final product for systematizing the information on the enforcement of the Convention on the Rights of the Child in each State Party in the region.

2)    To design the strategies required to ensure the necessary support for the development and presentation of reports by governments and the civil society to the CRC, as well as their joint follow up of the system.  

  Specific objectives  

1)    Introduction of the prototype system for monitoring right enforcement (SMD)

2)    A deeper analysis of the information available on the various rights, and definition of
       selected indicators.

3)   Study of the possible strategies ensuring the implementation of the above product in
      each country in the region.

4)    Advance of preliminary approaches concerning the application of the SMD evaluation
       and follow up instrument in each country.

Participants 

a)    Representatives of the NGO coalitions from Uruguay and Paraguay who attended the
       Workshop held in May 2002.

b)   Representatives of the Uruguayan and Paraguayan governments involved in
      consultations made within the project framework.
c)   Representatives of the convening organizations, IIN and Save the Children 

 Activities  

Preliminary stage: 


a)     Consultation to all participants in the Workshop held in Peru on the progress achieved
        in connection with the proposal.

b)     Introduction of the Workshop that will take place in Montevideo on December 11-12.
c)     Preparation and remittance of the Workshop background material.

02:00 p.m. Reflections on the required implementation steps  

-         Brainstorming based on the related experience of participants (one hour) 

-          Contributions for debate within the project framework related to required steps:

a)     Awareness and dissemination on the importance of the systems among all agents
        related to the preparation of reports to the Committee in the various countries.

b)     Identification of the national contact person responsible for the installation and
        maintenance of the system (government member, civil society member).
c)     Establishment of a permanent coordination forum formed by the various agents
        involved in the system follow up (it is important that the responsibilities of each party
        be explicitly defined in order to ensure coordination transparency).
d)     Collection of information available in each country as the first step for the system
        implementation and as its primary input.
e)     Definition of the resources required by the various agents for the system
        implementation and follow up (to avoid creating new structures, to empower the
        existing ones, to minimize expenditure).
f)      Creation of an evaluation and follow up instrument allowing for its adaptation to the
        changing situation in each country.
