CD/RES. 01 (1-D/05) NEW PLACE AND DATE OF THE (Adopted
on 30 June, 2005 by the majority of Member states THE
DIRECTING COUNCIL, HAVING
SEEN: The
selection of the city of Tegucigalpa, Honduras, as the place for holding
the 80th Regular Meeting of the Directing Council of the
Inter-American Children’s Institute (IIN) in October 2005
–Resolution CD/RES. 15 (79-04); CONSIDERING: 1.
That article 16 in the Statute and article 36 in the Rules of
Procedure of the IIN currently in force allow for “resolving on
extremely urgent matters” and adopting decisions by correspondence; 2.
That the position of Director General of the IIN is vacant since
26 May 2005; 3.
That on 1st June, 2005 the Assistant Secretary General
of the OAS temporarily appointed Mr. Julio Rosenblatt as Officer in
Charge of the IIN Office; 4.
That on 16 June 2005 the OAS Secretary General requested the
President of the Directing Council of the IIN, Ana Teresa Aranda, to
take the necessary steps pursuant to the Statute and the Rules of
Procedure in order to submit for the consideration of the Secretary
General a three-candidate slate for the position of Director General of
the IIN for his promptest decision; 5.
That the Secretary General
of the OAS has deemed suitable the election of a three-candidate slate
for the position of Director General in the understanding that it will
provide the Directing Council the opportunity to evaluate the candidates
in the light of the new requirements and will ensure that they have the
necessary and relevant technical expertise; 6.
That through its note DPD 238-05 dated 14 June, 2005 the
Government of Honduras expressed its impossibility of hosting the 80th
Regular Meeting of the Directing Council of the IIN; 7. That through its note dated 15 June, 2005 the Government of Mexico offered the city of Mexico, D.F. as an alternate place to hold the 80th Regular Meeting of the Directing Council of the IIN; RESOLVES: 1.
To bring forward the date of the 80th Regular Meeting of
the Inter-American Children’s Institute to the month of August, 2005. 2.
To thank and accept the offer made by the Government of Mexico and
hold the 80th Regular Meeting of the Directing Council of the
IIN in the city of Mexico, D.F. 3.
To entrust the Office of the Director General to convene
immediately the 80th Regular Meeting of the Directing Council
of the IIN. 4.
To entrust the Office of the Director General to request the Member
states to appoint their candidates to the slate for the position of
Director General and to establish 1st August, 2005 as the
deadline for such appointment, pursuant to the terms and proceedings
provided for in the IIN currently regulatory framework. 5.
To provide for the widest possible dissemination of both the above
request for candidate appointment to the slate and the call for the 80th
Regular Meeting of the Directing Council of the IIN.
