III. Program activities 

Pursuant to the 2000-2004 Strategic Plan, IIN technical activities are programmed as per the following structure:  

III.1 Inter-American Child and Family Information Program - PIINFA 

Purpose: 

  1. To promote an information-based management culture;
  2. To develop promotion and monitoring instruments on the Rights of the Child;
  3. To capture and disseminate information on the Rights of the Child.

Its governing principles aim to recovering the original identity of the region, promoting inter-country horizontal cooperation, democratizing the use of information, decentralizing access to knowledge, and building bridges between governments and civil society by means of information.  

The strategy in place has involved the development of products, technical training and assistance, assurance of project sustainability, and ongoing monitoring and evaluation of all undertakings.  

It has promoted and implemented the creation of National Information Centers and Child Information Systems, even developing its own software as in the case of SIPI –Child Information System– which is already in place in several countries.  

It provides technical assistance on the use of information for child policy design.  

It is responsible for the development and maintenance of a Child Information Network (RIIN) made up of 79 Centers in 18 countries. 

It develops Monitoring systems on the enforcement of Children’s Rights; it coordinates the Virtual Link among the IIN governing bodies; it provides a Regional Information Service through Internet that offers a Database of organizations (11,500 organizations), Projects (2,000 regional projects), and documents  (80,000 documents). 

It manages the Legal Database (BADAJ), a Newsletter, the Dr. Luis Morquio face-to-face and at-distance Library, and the IIN Web page.  

Its latest products include the development of a Series of Videotapes on the Rights of the Child and related issues that are currently broadcasted in most part of the Americas and the Caribbean; a pilot experience on the participation of adolescents in the media and an innovating Child Action Coordination Site dealing with the specific violation of children’s rights in situations involving more than one country.   

III.2 Legal Program - PROJUR

Purpose:

  1. To provide technical assistance on child legislation for the purpose of strengthening child and family legal protection;
  2. To develop and implement Legal Prototypes addressing child risk areas; four prototypes have been developed up to date:
    • Child labor
    • Sexual Exploitation
    • Disability
    • Drug Prevention
  1. To support and promote the ratification of international juridical provisions in order to strengthen legal protection in the region;
  2. To develop a comparative and applied research on the Convention on the Rights of the Child;
  3. To provide ongoing technical updating on the Legal Database as well as face-to-face and at-distance training;
  4. To assist the Director General’s Office in complying with the mandates of the Directing Council and the OAS on such specific issues as the International Abduction of Children by one of their Parents and other matters requiring expert coordination.

III.3 Program for the Integral Promotion of Children’s Rights (PRODER) 

As provided for in the 2000-2004 Strategic Plan, during 2003 – 2004 the Program for the Integral Promotion of Children’s Rights (PRODER) continued its cooperation activities on Child Labor, Sexual Exploitation, Drug Prevention and Children with Different Capabilities. It also carried out actions in the areas of children in/of the street, violence and gender.  

Purpose: 

  1. To design, implement and assess the Prototype of Targeted Public Policies.
  2. To provide face-to-face and at-distance training at different levels to the various agents involved in the areas addressed by the Prototype, such as professionals, planners, and political decision-makers, as well as Child Program Managers and Operators.
  3. To promote horizontal cooperation in the region on the various issues addressed by the Program.
  4. To provide technical and methodological cooperation by means of child-related products and services offered by the IIN, aiming to participatory education and community mobilization as the links between the promoted Child Policies and Civil Society.

III. 4   Most outstanding activities in the period 

The following first-rank activities accomplished during the period covered by this Report are summarily noted:  

Development of the Internet Site for Child Action Coordination aimed to coordinate the action of all competent areas whenever the rights of a child are violated with the involvement of more than one state; it included the organization of the II Training Workshop on the Site for Coordination held in Costa Rica with the participation of representatives from Belize, Dominican Republic, El Salvador, Guatemala, Honduras, Nicaragua, Panama, and the host country. 

Workshops on the Systematization of Reports to the Committee on the Rights of the Child, jointly organized with Save the Children –Sweden- in Lima and Santo Domingo with the participation of 18 countries and the Committee members Norberto Liwsky and Rosa María Ortiz. 

Fifth Meeting of First Ladies from Central America, Belize, Panama and the Dominican Republic, where the participants issued a Declaration containing a commitment to promote and join efforts against child malnutrition in the member countries of the Central American Integration (SICA): Belize, Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, and the Dominican Republic. 

Workshop on Campaigns related to birth registration, organized and funded by the Regional Office for the Americas of PLAN International. Panama. 

General Cooperation Agreement –of a regional scope– with the U.S. Embassy to Uruguay that allows for the development of an important project addressing child sexual exploitation in the MERCOSUR, Bolivia and Chile.  

First Regional Planning Workshop on Child Trafficking, Child Pornography on the Internet, and Regulatory Frameworks in the MERCOSUR, Bolivia and Chile that took place at the IIN headquarters in Montevideo with the participation of experts from the six countries involved. 

First Sub-regional Inter-parliamentary Workshop on Child Legislation and Child Labor in Central America, with the cooperation of the Canadian International Development Agency and the participation of 18 parliament members from Central America.   

Meeting for the Follow-up of the Second World Congress against the Commercial Sexual Exploitation of Children, held in Costa Rica with the participation of UNICEF, ECPAT International, IPEC/ILO. 

Forum on “Child Maltreatment: data on the actual situation in Uruguay”, organized by the competent national entity, INAU, the Child Judiciary, the Child Police Division, and the National Association of Non Governmental Organizations (ANONG).    

Sub-regional Public Hearing on “The Situation of Abandoned Children and the Adoption System” organized by the IIN, the Ministry for Women and Social Development (MIMDES) and the Peruvian Congress, with the participation of Chile, Peru, Ecuador and Colombia.    

Workshop on the “Institutional Strengthening” of the National Secretariat for Children of Paraguay 

XV Regional Workshop of the Inter-American Child and Family Information Network, RIIN, held in Solís, Uruguay, with the participation of representatives from member centers in 17 countries in the Americas.  

Sub-regional Workshop on Public Policies for the Educational and Social Inclusion of Children with Different Capabilities, which took place in Lima with the participation of Colombia, Ecuador, Peru and Venezuela. 

Joint Activities with the Unit for the Promotion of Democracy including the broadcasting of the video “The Democratic Charter” through TV channels and the production of illustrated book for children on the Inter-American Democratic Charter. 

Launching of the Portuguese version of the IIN-produced promotional videos, with the presence of the President of Brazil, “Lula” Da Silva, and the performance of the well-known singer and current Minister of Culture, Gilberto Gil.   

At a second level, the following activities should also be noted:  

Presentation on the Protection of Children’s Rights within the Inter-American System for the Protection of Human Rights, delivered by the IIN Coordinator of Legal Affairs at the Ghent University.

Management and coordination of the donation of microcomputers made by the Government of Korea to the public schools of Guatemala for the promotion of a culture of respect for the rights of the child, encompassing 15 Departmental Centers and 20 in the Central Region, in the city of Guatemala and its surroundings, where the required infrastructure for the use of computers is available.

Presentation of the promotional video “I want to play” in Chile, which was produced by the IIN and funded by the Government of Chile. This video aims to promote the right of children to play and leisure.

Follow up of the tertiary education program with the Latin American Human Economics Center, CLAEH, in Uruguay, including Master degrees on Public Policies concerning various child-related areas, with face-to-face and at-distance curricular activities through Internet.

Meeting at the IIN headquarters in Montevideo with the participation of congressmen from all the Uruguayan political parties on children and youth in Uruguay, having as a central theme “Elections 2004 – A political approach to reality and actions related to children and youth in Uruguay". 

Eloísa de Lorenzo Award, together with the Beach Center of the Kansas University, awarded in Mexico during the 79th Meeting of the Directing Council of the IIN.
