Evolution
of the Child’s Relationship with the Family
(Submitted by the Delegation of Uruguay)
THE
NINETEENTH PAN AMERICAN CHILD CONGRESS,
CONSIDERING:
-
That
resolution AG/RES. 678 (XIII-0/83) adopted by the OAS General
Assembly approved the Inter-American Declaration on the Family, the
first article of which states that “Every human being, especially
every boy and girl, has the right to a family and to the stability
of the family institution”;
-
That
within the family both father and mother play a fundamental role in
the integral protection of children;
-
That
such role evolves from a greater dependence to a greater autonomy
together with the psycho-social development of children;
-
That
the gradual exercise of their rights by children and follows the
same pattern of evolution, which should take place in healthy and
favorable conditions;
-
That
note has been taken of the important need to strengthen policies,
programs, and services for the family as well as the technical
capabilities of those who are responsible for implementing such
programs in accordance with a right-based approach;

That
paragraph 5 in the operative section of resolution AG/RES. 1951
(XXXIII-O/03) on the PROMOTION AND PROTECTION OF THE HUMAN RIGHTS OF
CHILDREN IN THE AMERICAS adopted by the General Assembly on 10 June,
2003 urges member states to ensure that the human rights of children
are included on the working agendas of the specialized organizations
and conferences and the organs and entities of the Organization of
American States;

That
the political will expressed by the Member States at this Nineteenth
Pan American Child Congress is intended to promote the respect for
the family as the fundamental ambit for the protection and promotion
of the rights of children.
RESOLVES:
-
To
request the IIN Office to study and monitor the policies, programs,
projects, and activities required for making up an evolutionary
approach to child and family-related issues.

To
urge the Member States to make available to the IIN –on a
voluntary basis– information on the above programs, projects, and
activities for the purpose of recording it in the PIINFA Database.

To
request the IIN to design, subject to resource availability and
based on the information mentioned in item 1, a training course on
“Children, Family, and Rights” addressed to operators and
managers of child and family programs which should provide for an
integrated view of the evolutionary development approach and the
gradual exercise of rights, and make it available to the Member
States within the framework of the technical assistance offered by
the IIN.

To
urge the Inter-American Agency for Cooperation and Development and
other agencies in the inter-American system to support the proper
implementation of this resolution.
